India has launched its first industrial infrastructure initiative, Bharat Audyogik Vikas Yojna, BHAVYA Portal to develop 100 world-class industrial parks across the country.
The shift created a revolutionary opportunity for MSMEs who have previously faced problems such as poor infrastructure, high logistical costs, and difficulty accessing investment-ready venues; this portal represents a transformative opportunity.
Let's look at what this means for your business.
What is BHAVYA?
The central government launched BHAVYA to create industrial ecosystems that are investment-ready, work on a plug-and-play format, and are sunset-independent, which means there will be no land acquisition difficulties like in the 1980s.

BHAVYA Portal: The one-stop shop for industrial infrastructure
The newly launched portal is a unified digital platform for project submission, evaluation, monitoring, and execution. Think of it as a government "one-stop shop" for industrial infrastructure.
What are the benefits of BHAVYA Portal for MSMEs
The Portal makes MSMES operations more efficient. MSMEs can evaluate connectivity, neighbouring units, and the entire infrastructure before applying thanks to Google Maps and satellite integration. In comparison to 90+ visits to MIDC offices, a single-window application has made the procedure much more efficient. Furthermore, the process's transparency has been maintained by allowing for real-time tracking of application status. This also allows the state and implementing agencies to track project progress collaboratively.
Minister Goyal portrayed this as a transition from the 1980s' land struggles to a more open, data-driven era for industry.
Furthermore, the industrial park sizes have been scaled and defined to meet the demands of various locations. This would also ensure that MSMEs in outlying areas do not fall behind, whilst larger parks near cities attract high-volume manufacturing.

The respective state governments will be taking care of the land acquisition costs or delays while the central government will fund the infrastructure ((roads, water, electricity, common facilities).
Why this matters to MSMEs: 5 Key Benefits
1. Reduced Capital Burden
Individual MSME infrastructure costs are reduced by 30-40% owing to shared infrastructure in industrial parks (roads, water, power, and waste treatment).
2. Improved logistics and supply chain
Planned locations near major cities or transportation hubs minimize logistical expenses by 15-20% over dispersed setups.
3. Access to Neighbouring Industries (New feature)
The portal's satellite imagery displays nearby units, assisting MSMEs in identifying potential suppliers, customers, or partners prior to applying.
4. Faster Project Clearance
Single-window digital applications decrease bureaucratic delays, allowing projects to be authorized in 3-6 months rather than 1-2 years.
5. Increased Competitiveness
Industrial-scale infrastructure enables MSMEs to adopt new technologies, enhance quality, and compete for larger contracts.
Process for MSMEs
Step 1: Connect with State MSME Department
Interested MSMEs can connect with their state’s respective Development Commissioners to know about available land and industrial park proposals. Thereupon the business proposal can be submitted for state consideration.
Step 2: Prepare Detailed Project Proposal
Your Project Proposal should be inclusive of Business type and scale, investment requirements, Technology and machinery needed, Expected employment generation as well as Market linkage strategy.
Step 3: Monitor Portal for Updates
Regularly check the BHAVYA Portal for screening results and track application status online.
Step 4: Once Selected, Apply for Industrial Park Space
Use Google Maps integration to view location information and make a formal application for unit allocation. Minister Piyush Goyal highlighted the transition by sharing his personal experience with infrastructure setup and government support.
In the mid-1980s, I made nearly 90 journeys to the Maharashtra Industrial Development Corporation office in Vakola to purchase a 2,930 square meter plot in Dombivli. Today, young businesses and international investors will be spared the anguish thanks to clear, single-window access."
This quotation highlights the transition from bureaucratic battles to digital efficiency.
Policy Implications for MSME Ecosystem

Bottomline
The BHAVYA Portal was implemented as a policy improvement to solve MSME infrastructural concerns. Entrepreneurs can defer capital expenditures due to shared infrastructure. A single-window digital application and tracking allows for a speedier, more seamless, and transparent process. The satellite photography just takes this to a new level.
As the Phase 1 application window closes on July 31, 2026, MSME entrepreneurs should contact their respective state MSME departments, submit detailed project proposals, and keep an eye on the BHAVYA Portal for changes.
